Himaya Activity aims to enhance the availability and quality of essential services and protection for survivors of domestic and sexual violence (DSV) in Jordan. The project has two outcomes: 1) survivor-centered institutional capacity improved, and 2) legislative frameworks for protecting survivors and responding to violence strengthened. To achieve these outcomes, the project will apply a survivor-centered systems-strengthening approach to improve prevention, response, and protection services, and to support the development and implementation of survivor-centered legislation and policies.
The Activity operates under a theory of change that emphasizes the critical link between institutional capacity, legal frameworks, and improved service delivery outcomes for DSV survivors. It builds on Jordan’s national priorities and leverages partnerships with both government and civil society to ensure sustainable, scalable, and survivor-focused results.
Purpose of the Construction Companies Pre-Qualification Process:
The purpose of this pre-qualification process is to identify and select strong, credible, and reliable construction and contracting companies with the technical, financial, and operational capacity to support construction and renovation activities under the Himaya Activity. Through this process, a shortlist of pre-qualified firms will be established to serve as a vetted pool of providers for future construction needs.
Rather than issuing a full Request for Proposals (RFP) for every task, the shortlisted firms will be invited to compete among themselves and respond to written solicitations for each construction activity. Solicitations may be issued using the Invitation for Bidding (IFB) or Lowest Price Technically Acceptable (LPTA) formats, as appropriate for the requirements of the activity.
This approach is a strategic step to streamline and simplify procurement procedures, reduce administrative burden, and ensure efficiency, transparency, and quality in the delivery of construction-related activities under the Himaya Activity.

• Proposals are to be submitted in both hard (paper) & soft (electronic USB Flash Drive) copies. The hard copy documents should be submitted in one original and four copies. The soft (electronic) version should be submitted on a USB Flash Drive placed within the original hard copy envelope. Late submittals will be rejected except under extraordinary circumstances and at DAI’s sole discretion. All proposals submitted in hardcopy shall be sealed and labeled with the EOI Number: EOI-Himaya-25-0025.
