NRC - Jordan extends an invitation to interested parties for the proposal process associated with the 20 Dunum for Change (20D4C) project, and looking to hire a consultant for the Provision of Environmental and Social Management Plan Consultation Services. NRC, operating as the lead organization in the consortium, collaborates with Helvetas Swiss Intercooperation (HSI), the Jordan River Foundation (JRF), and Save the Children Jordan (SCJ), forming the 20D4C consortium. This initiative, funded by the French Agency for Development (Agence Française de Développement-AFD), aims to enhance economic empowerment within the agriculture sector in the Irbid and Mafraq Governorates of Jordan.
In Jordan, NRC's efforts span shelter, education, youth activities, livelihood opportunities for Syrian refugees, and support for vulnerable Jordanians. The overarching objective of the 20D4C project is to foster economic empowerment for Jordanian small farmers and vulnerable Syrian and other workers in agriculture. This will be achieved through enhanced market linkages, adoption of climate-smart agricultural practices, income diversification, financial inclusion, promotion of decent work, and reduction of child labor.
As part of AFD's risk assessment, the 20D4C project has been categorized as Medium risk, necessitating adherence to the Jordanian national legal framework and international commitments related to environmental and social management.
The 20D4C Consortium seeks a consultant to collaborate with the Consortium Coordination Unit (CCU) and partners in developing an Environmental and Social Management Plan (ESMP), inclusive of a Stakeholder Engagement Plan (SEP). The ESMP will identify project-specific environmental and social risks, proposing mitigation measures aligned with local, international, and donor benchmarks. This plan will outline responsibilities for implementation, monitoring, and compliance across all consortium members, including contractors and subcontractors.
The ESMP will delineate the risks, categorize them, and recommend practical measures to avoid, reduce, mitigate, or compensate for them. Additionally, the consultant will develop a Stakeholder Engagement Plan (SEP) in accordance with the Environmental and Social Commitment Plan (ESCP). The SEP will characterize project stakeholders, assess their support or opposition, and determine their influence during implementation. It will establish a strategy for engaging, consulting, and mobilizing stakeholders, outlining the project's grievance mechanism and commitment to transparency in environmental and social performance reporting.
The objective of these plans is to establish a systematic approach to environmental and social management, ensuring continuous dialogue with stakeholders throughout the project's lifecycle. Interested parties are invited to submit proposals in response to this invitation, contributing to the success of the 20D4C project's objectives.
The deadline for submission of bids, thought eTB on 10th of March 2024, 10:00 am (Amman Tme). Failure to meet the closing date will result in the bid being rejected
