EXPRESSION OF INTEREST (EOI)
GRAPHIC DESIGN SERVICES

DAI is issuing this Expression of Interest (EOI) for the USAID Municipal Support Program (MSP) located at Building # 8, 1st floor, Nouh Elroumi street, Sweifieh, Amman.
The Municipal Support Program (MSP) is a five-year, USAID-funded program implemented by DAI. MSP aims to strengthen municipal-sector service delivery and promote local economic development in Jordan. MSP will strengthen municipal-sector service delivery by supporting improved governance and organizational culture through a focus on three interventions: key policy and service delivery reforms, municipal sector public financial management, and community engagement. Improved municipal service delivery will ensure that municipalities can respond effectively to citizens’ needs and create the conditions for investment and inclusive economic growth. MSP will also increase capital investment in the municipal sector. This investment is intended to catalyze local economic opportunities and further strengthen service delivery by supporting improved development planning, facilitating investor partnerships, increasing access to finance, and supporting renovation and construction of fixed assets including the provision of material resources. Across all interventions, MSP will increase the participation of marginalized groups, including women, youth, and persons with disabilities in municipal-sector decision-making. Participatory planning will improve marginalized groups’ access to public services and increase their economic opportunities. MSP will work across all of Jordan’s governates.

The anticipated work under this EOI is as follows:
MSP seeks interested graphic design firms to provide inspiring, engaging, and impactful design services for MSP communications products, including print and digital. MSP seeks firms with creative, forward-thinking designers who deliver high quality communications products with an emphasis on attention to detail and a high design aesthetic. Because MSP activities will serve a variety of audiences located throughout Jordan, design firms should also have a strong awareness of current audiences, social trends, and how to reach audiences through various media and other platforms.
The purpose of this Expression of Interest (EOI) is to pre-qualify specialized vendors who have experience providing graphic design services. Interested vendors must provide the requested information in order to be invited to submit, over the next 12 months, their detailed quotations and/or technical and cost proposals in response to various graphic design procurement opportunities anticipated by DAI. Pre-qualified vendors may be invited to respond to a solicitation, and/or multiple solicitations.
Vendors must be licensed and legally organized businesses, organizations, or firms. Individual consultants will not be considered for this EOI unless locally registered as an eligible entity.

RESPONSE SUBMISSION DEADLINE AND COMMUNICATION PROTOCOL
The deadline for responding to this EOI is March 26, 2023 at 2pm Jordan time. Responses received after the deadline may not be reviewed, subject to the discretion of the project’s management. DAI will only respond to written questions regarding this EOI through the email address: JordanMSP_Procurement@dai.com. Questions must be received by March 14, 2023.
All information provided by vendors in response to this EOI will be treated confidentially. DAI will not use the information in any other context or setting and we will not reveal details to other parties.

SCOPE OF WORK
Shortlisted firms will be invited to bid on specific communications needs as they are identified throughout the year. Anticipated scopes of work will include the development of communications material that can help spread the word within the community and to engage with MSP stakeholders. The MSP communications team will provide the graphic design firm with detailed descriptions of the requested design in additional to all necessary information to complete the task. The graphic designer will be responsible for presenting the information provided in as clear a manner as possible with the goal of making complex topics understandable to audiences outside the program. The requested material shall be developed in accordance with MSP and USAID standards and submitted in an editable format (i.e., AI file, INDD file, PSD file or PowerPoint) and in manageable file sizes.
Anticipated communications material needs include the development of:

• • Calendars
• • Charts
• • Artwork
• • PowerPoint presentations
• • Business cards

OBLIGATIONS
DAI will not reimburse respondents for the costs incurred with preparing a response, nor does issuance of this EOI obligate DAI to award a subcontract or purchase order. If a Vendor is found to have made false or misleading claims or statements, obtains confidential information, or receives improper assistance, DAI reserves the right to reject an EOI submitted by or on behalf of a vendor.

CLARIFICATION OF SUBMISSIONS
DAI may require a respondent to submit additional information to better evaluate a submission.

FACTORS FOR CONSIDERATION
Responders are expected to write an explanation about how they can address each of these areas of interest by DAI, which will be used to determine if Vendors shall be pre-qualified.
• • General Technical Approach: Describe the company’s approach, skills, and capabilities in producing excellent graphic design products. Include the company’s profile and a description of the company’s management and staff capabilities.
• • Illustrative CVs: of individuals on staff who can deliver the scope of work.
• • Past Relevant Experience: Provide references and/or descriptions that illustrate the company’s relevant experience delivering similar graphic design services during at least the last two years. Include at least three similar projects with USAID.
• • Portfolio: provide a portfolio of at least three samples of completed designs to demonstrate the company’s skills in graphic design and production, creativity, and storytelling. The portfolio should demonstrate the company’s ability to transform conceptual ideas into culturally relevant images, communications, and/or promotional documents.
• • Must have access to the equipment and software necessary for creating graphic designs
• • Documents Demonstrating Responsibility: Must have the financial resources necessary to perform the work. Companies may self-certify or provide evidence of their financial abilities to perform the work and abide by DAI payment terms on delivery, such as a bank statement.
• • Documents Demonstrating Eligibility: Provide an official Registration and Business License for the company indicating that the company is legally recognized to perform the work outline above.

RESPONSE FORMAT
Vendors must complete their responses, in English, following the specifications outlined below. The response format consists of three sections

Section 1: Vendor Information Section Number Description
1.0 Cover Letter
1.1 Vendor Information: Company Name, Address and Phone Number, Form of Incorporation (corporation, partnership, NGO, etc.), Number in Years in Business, Number of Employees (full and part-time), Name of Managing Director, History of organization.

Section 2: Factors for Consideration 2.0 Responses to each of the factors for consideration stated above:
- Technical Approach
- Illustrative CVs
- Samples Portfolio
- Documents demonstrating responsibility
- Documents demonstrating eligibility

Section 3 Client Reference: 3.0 Include Client References from at least the past two years, including at least three projects with USAID. Each reference must include the following:
-Client Name, address, Point of Contact Name, Telephone number, email
Similar work performed and period of performance

NOTIFICATION PROCESS
Upon receipt and review of proposals, DAI will notify successful vendors, if any, who have been selected for pre-qualification.
